Balancing issue

Just played a 1v1, starting 1936. Me Italy, opponent France.

I conquered France within weeks after the war started (first half 1936). The stupid German AI wouldn't attack, so the French player could send nearly all division against me. Still, I didn't need to use any special tactics, just went through it like nothing.

Doesn't feel right ... .

Italy's troops are too strong.

And too many in '36. I think in '36 they could easily beat the Germans.

In '36 they can beat the French quite easily too... but then again, so can the Germans.
