Nope, no mod, just patched to 1.05c

Goga looked around room, they were surprised, he could tell by the looks on their faces. Well, they better get used to it, said Goga to himself and continued.
“This plan, it is something that will change our world, our lives and everything that surrounds us, for better. I wrote this book, in it I admitted my greatest wish, my ambition and if you ask me, the reason of my existence. If we accomplish goals described in it, our country, our beloved Romania will rise from backward, poor state into a real empire. My friends, today, there is an audition for a role of leader. It is our call, we can decide today do we want to take it, to take a challenge or we want to stay behind and wait, to allow someone to decide for us. So I ask you, in the name of Romanian people, tell me, do you want this role? Can you?”
“YES!” Generals shouted. Goga’s speech convinced them that they are prepared for everything.
“Very well, here it is, plan for Romanian brighter future.” Waived Goga with his book
“Plan that will, at the end, make new Romania, better Romania and why not: Romania as Balkan master. Every chapter in this book is one phase, one step toward our goal. Because I want to make these words into real actions I need help, everyone’s help, economists, architects but most important yours. We are already on chapter one, almost to the end. Now is time to start thinking about second chapter and that is where you come on scene, my boys. Now take this book and read it, after you finish tell me can I trust on you. This meeting is over, I expect you here after lunch, with your answers.” Goga finished, as Titulescu advised him, he immediately walked toward doors. It was absolutely necessary to leave generals some time so they could “chew” what they just heard. Right after Goga, Titulescu and Antonescu left the room and joined him at the bar. Now, everything they could is to wait, decision was in other hands. Three men were drinking in silence, every occupied with his thoughts.

After short break...

“It is our right and obligation to create great state in this area, because for long time, these people were slaves to others. For ages we and our neighbours were too weak, because of our internal fights, to resist the enemy. For ages our word meant nothing because we were too small and too weak. But now is the moment, today we can make a choice, to be slave or to be MASTER”

From “Balkan Master”, chapter one or “The Great plan” by Octavian Goga

After few hours alone with new book every army man found something he disliked in it. On the other side, there was much more things they liked. Goga developed new order and values in his book, he wanted to change constitution and laws. It was total change for Romania and region and it was one time opportunity. That was heaviest reason “for”, only to think about conquest, great victories and even greatest parades after was enough to make each general shiver.
Everyone was quiet during the lunch. They all waged reasons “for” and “against” before final decision. One after other they headed toward meeting hall with anxious looks on their faces.
“Are we all here?” asked Goga
“Yes, I believe we are” answered Antonescu.
“Well we can start then” smiled Goga. His head was full of different scenarios, he was as nervous as everyone else in the room, with an exception of Titulescu, of course.
“I asked you before to make a decision about our future. You had time to think about possible effects of your decision, not much unfortunately. Now I need you to inform me about your decision. We will start with a man who has highest rank in the room. Field Marshal Antonescu?”
“I am with you Octavian” responded Antonescu quickly
“General Florescu?”
“My life for greatest Romanian glory!”
“General Dumitrescu?”
“Yes, I’m for greatest Romania!”
One after another generals confirmed their participation in Goga’s plan. Leaded by personal interest, challenge or love for their country it didn’t really matter, as long as they were on the right side.
“Then we can start with second chapter. I need plans for attack, our target is Bulgaria. Land that was unfairly taken from us long time ago. Now we have duty to re unite with them. Our foreign minister Mr. Titulescu will send them a letter inviting them to join peacefully, but since their government is more then unwilling to cooperate, I’m afraid that we’ll have to demonstrate force. Field Marshal Antonescu will form group which will create plans for action. You’re now free to go gentleman.”
Goga was happy, his plan was working perfectly, page after page. Now was time to take a rest, at least until plans are finished and all peaceful solutions for unification with Bulgaria are exploited.

Excellent decision :D

Stupid generals??? TRAITOR!!! Guards, execute him, he must be Stalin's spy
I hope that is right adress for Bulgarian government in 1936-40, if not please supply me with real one.

Antonescu assembled team which will construct plans for attack on Bulgaria immediately. He invited two generals, Ciuperca and Florescu and President of Romanian Institute for Geography Mr. Grigorescu. They had to start with their work as soon as possible so that all could be done by January 1938, when operation was scheduled, if peaceful solutions fail, of course.
At same time, foreign minister Titulescu was dictating letter for Bulgarian prime minister:

Georgi Kioseivanov
Council of Ministers of the Bulgaria
Sofia, 1, Dondoukov Blvd.

Romanian people are deeply concerned about Bulgarian government reprisal toward people of Bulgaria which exposed their wishes about common state with their Romanian friends and relatives. His majesty king Boris III should be aware that he is servant of the people and he must obey their wishes. Today, we are witnesses of great awareness in Bulgarian people who learned what their rights and duties are.
People of Bulgaria and Romania have right to live in one state, their state. They have been unnaturally divided into two countries, with two languages but with one history. We have to undo this abnormal course of history, now when opportunity rose. It was our enemies who divided us, they were against strong country, but we don’t need to continue with their policy.
We insist that you Mr. Prime Minister and his majesty king Boris III seriously consider merging your country into greater Romania and therefore comply with wishes of your people. As presentations of good will our king Carol II and Prime Minister Octavian Goga are ready to find appropriate functions for yourself and members of your government in future joint government and to grant a title “prince of Dobrudja” to King Boris III with all his possessions he owns at this moment.

With all respect,

Nicolae Titulescu, foreign minister of Romania

This was letter that will start chapter two. How long will it last and will it be written with golden letters of diplomacy or bloody words of war? That is up to Bulgaria now! However, no serious action could be taken until negotiations about alliance with German Reich were finished…

From diary of Nicolae Titulescu, foreign minister of Romania

Summer of 1937 was without much action. Countries, and their leaders, were solving their own problems, would it be an ambitious neighbour, effects of poor economy or plans about future conquests. Brits and their Allies were looking at rising Nazi menace in their backyard but doing nothing. People of Soviet Union worked hardly for the sake of communism, and far empire of Japan claimed eastern China, province by province.
Year 1938 started same way that 1937 ended, but it will not last long. Quiet and asleep Europe was, once more, awaken by German Reich ruler, Adolf Hitler. After re-occupation of the Rhineland, fuhrer turned his attention toward south. He encouraged Nazi party in Austria and with their help he assumed control of Alpine country, annexing it to greater German Reich. Once more guardians of Europe, France and Britain, failed to react. While France was willing to do something about rising German threat, Britain was quite reserved. That was accomplishment of German ambassador in London, Joachim von Ribbentrop. Former Great War soldier and Iron Cross owner persuaded Britain to overlook German actions on continent and so allowed Hitler to go with more aggressive policy. As reward, he was promoted to position of German foreign minister in 1938. This was man who has future of Romania in his hands, and future of Balkan, as consequence.

On the home front, very few things changed. As we expected, Bulgarian king rejected idea of peaceful annexation. Antonescu worked hard on plans for attack on Bulgaria with his team. If I understood well, he had three different versions to choose from.
Industrialization and construction continued all over Romania. Difference between Romania and other “small powers” was huge. We had enough resources to support our production. People liked Romania today, peaceful, prosper and strong. Now is the time to show our full power. As soon as we get confirmation of alliance with Germans our troops will start with their march, victorious I’m sure...

It's the three of us, me, Germany and my army against one SSSR. :D

13.02.1937

Titulescu was in lobby of Hilton hotel in Bern, Switzerland. He had meeting with Ribbentrop, German foreign minister. Although he wanted to meet with Hitler, that strange man who disobeyed and ignored every rule and regulation in Europe after Great War, it was impossible to have that meeting.
Well, probably, the next best thing was Ribbentrop. He must have great influence on Hitler and if I can persuade him and show him what effect Romania can have in future as German ally, he will influence Hitler to recognize us as friend, not foe. Furthermore, thought Titulescu, negotiating with a diplomat will be much easier than with painter.
“Mr. Titulescu, I suppose?” said man on fluent English interrupting Titulescu’s thoughts. He looked toward talker, it was one of hotels waiters.
“Yes? How can I help you?” answered Titulescu
“Would you please come with me?”
“I’m sorry, but as much as I enjoy talking to complete strangers, I’m expecting someone.”
“Mr. Ribbentrop is waiting for you in our meeting hall.”
“Ah?” Titulescu vas surprised “I’m sorry for being rude. Would you please show me the way?”
“Yes, I will escort you:”
When Titulescu entered the room he noticed two men inside, one of them was Ribbentrop. He recognised tall German, now famous diplomat with years of service in London. He recently replaced old German foreign minister Constantin von Neurath, old Titulescu’s acquaintance. Other man in the room was sitting in corner with his drink and paid no attention to newcomer.
“Mr. Ribbentrop, nice to meet you. I heard many good things about you.”
“Honour is mine, Mr. Titulescu. You are a man with well known name in diplomacy. Everyone I asked had nothing but compliments to say about you. Allow me to present you Mr. Wilhelm Weibacht, he is my assistant regarding your country, and region.”
“Nice to meet you, Mr. Weibacht” said Titulescu. He already heard about famous Ribbentrop’s team. He employed more than 300 people, experts for different regions, economics and even psychologists. Ribbentrop started:
“Well let’s get to business, shall we? Please Nicolae, can I call you Nicolae?”
“Yes, you can.”
“OK, so Nicolae, you wanted to talk about improving relations of our two countries.”
“Yes, but not only that. Allow me to tell you what is happening on The Balkans…”

Titulescu started explaining about Goga’s plan, about recent actions and war preparations. In every sentence, in every event he found something to support German interests. At moments it seemed to Ribbentrop that Romanians started all things just for German sake. After two hours of intense talks and negotiations two diplomats shake hands and signed. Finally it was confirmed, Romania and Germany had a pact. Only condition was that it should be a secret alliance for some time. At least until Hitler’s final demand is fulfilled, Sudetenland.

Back home, Antonescu finished plan for attack on Bulgaria. He waited only for signal and war could begin. He worked on plans hardly and with help he could find ways to attack with maximum effectiveness.

“Operation Old Mountain” was divided into three major actions.

First action, “Burgas golf” was coded name for attack on Varna. Main force, named I. Army group, is made up by 16 divisions divided in three army corps and will be leaded by Field Marshal Antonescu him self. One reserve corps, Corp Munte, will be stationed in Constanta. When I. Army group conquers Varna, reserves will come in action, leading attack on Plovdiv, action “Marica”. When action “Marica” starts, Corp 2 Armata, based in Bucharest, will attack enemy troops in Ruse, preventing them from helping on other fronts. Final action will be attack on Sofia, action “Beauty”. Action “Beauty” will start on first day of war, with air raids on Sofia and surrounding area. When Varna and Plovdiv are conquered, all divisions will attack Sofia. Attack will be done from two directions, conquered Plovdiv and Craiova.
When Sofia is conquered, Operation "Old Mountain" will be considered successful and Bulgaria will be annexed into Romania.
