I have started work on *first mod ever made for COTN* "Baltic Crown" a scenario for COTN that spans during 1256 until 13Xx. This scenario takes place in some other parallel reality where histrory didn't go the way we know it.
In 1095 Urbanus II called Europe to go to war - to *enlighten* infidels and pagans. Entire europe rallied to face it's doom...first crusade was a disaster, second crusaed called in 1118 ended in bitter defeat.(a very simple explanation)
Third crusade - "drang nach osten" - never happened, Baltic tribes (lithuanians, latvians, estonians, liv's) had the time to grow in strenght and prepare for expansion...
So as you guessed, in this scenario you can play with Baltic tribes (Estonians, Liv's and latvians are playiable).
