I'm having trouble with barbarians, naturally, however, there is no barbarian power in any of the adjacent regions. Do you have any idea what causes this?
Barbarians spawn from inhospitable territories and will maraud from territory to territory. On each territory they occupy the province, lowering the civilization level but also dropping off one cohort from their army (500 men) as a pop. They can come from quite far away, especially in the north of the map where there are large uninhabited areas.
When they invade the land barbarians decrease the civilization level but increase 1 POP. Sometimes it is worth it to allow barbarians to populate your fringe territories this way.
Even if there is no barbarian enclave nearby, I suggest you invest some money to develop the area civ with cities and buildings that increase civ the most like temples, forges and theaters. That is standard solution to decrease them spawning.
If you do not have the resources, then embrace the barbarians and allow them to populate your borders.
