I'm wondering why you would bother with that instead of just revoking it.
The County Holder is supposed to be the Heir, if the Baron has no Heirs or the Baron's Heir is already a Count or above.

And I hate this too, that some random stranger thinks, they can steal my Empire an Barony, it is the same, when I build a City, some random stranger, thinks once again, they can steal me a Barony,

I like to appoint my own Barons and Mayors, who I trust and not some random Stranger, which has absolute terrible stats and personality Traits.

Well, mayors are elective, you shouldn't be able to appoint them by default. But baronies are supposed to be feudal/tribal.

Not in the Medieval Era.

Feudal Rulers have had a say on, who the Mayor of their Town is, if they have not liked the Mayor, they have simply replaced them, but since it was only a Town, it was not common.

And in CK3, there is no Elective Law for Mayors, the Game simply choose 1 character from the Pool or generate a new Character without checking the Gender Doctrine of the Faith.

But you can revoke mayor title with no tyrrany, just like a barony. And then you can appoint a character of your choosing there
