Is there a reliable way to end up with a Basque leader while playing as Navarra/Rioja/anybody? I wanted to do a Basque cultural spread game (which means taking on France for Labourd at some point :eek:) but it took 100 years just to get a Basque courtier and before I could make him King, Navarra province converted culture to Castillian -_- I'm considering changing the initial King of Navarra to a Basque ruler with no ties to the other kingdoms just to do my dang old Basque culture spread game.

As a side note, if the King of Navarra dies/gets conquered and nobody inherits his throne is it possible for someone to create that title? There doesn't seem to be any provinces associated with it.
 
You will have to make sure your capital remains of Basque culture, eventually a child may be born of said culture. Make sure he inherits and you have your Basque king.

Navarra is indeed not recreatable in the unmodded game.

If you play Navarra, keep your capital in a Basque province, try to have a lot of children, you may have one with the Basque culture then make sure this child inherits.

I have seen the AI do a good work. While playing DVIP I noticed the 1st count of Labourd's son was Basque, when he inherited the country he managed to get a claim on Navarra and with the help of his liege the duke of Aquitaine he took the crown. For about 50 years Navarra was a Basque kingdom until Granada conquered all of Iberia and the South of France. The kingdom of Navarra still has a Basque ruler but they have only 3 provinces in Scotland.
