Please explain your issue is in as much detail as possible.
System uses an AMD Radeon R9 270, paired with a Samsung U28E590D 28" 4K display.

Switching between windowed and fullscreen causes most of the menu options to disappear, as if it's not changing resolution, and not upscaling correctly; changing resolution while windowed causes the contents of the game window to dissolve into blurry colorful streaks.

Okay, third attempt, clean reinstall of all drivers, jiggled the handle, and it's working. Not great, but it's working. I can't step out of 1920x1080, but it IS playing fullscreen upscaled. Framerate is very inconsistent, but I figure post release patches will shore that up. If any devs or moderators stop by, feel free to close this off.
