Please explain your issue is in as much detail as possible.
I have multiple joysticks connected to my system, including rudder-pedals that default to one end of the axis.
This results in scrolling menus always scrolling towards the top.

This results in scrolling menus always scrolling towards the top.

I had mine plugged in and it kept scrolling the map all the way in and down. I unplugged it which solved my issue with it.
 
Confirmed as well. For me it is my rudder pedals and I have to half depress my right pedal to allow the menu scroll bar to work correctly. So we need a controller/gamepad on/off check box in the options. Unplugging and plugging back in hundreds of dollars worth of gear constantly is not really a viable option.
