One line summary of your issue
Settings - Keybindings + Scrollbar

Please explain your issue is in as much detail as possible.
I have it that in the Keybindings Settings i do not scroll the list with the Scrollbar but it seems is scroll the Scrollbar with moving the list.

In the Video Settings Advanced it works like it should and the Scrollbar moves the list.

Win 10
RX 480 Crimson 18.3.4

Steps to reproduce the issue
Got to Settings Keybindings and try to scroll it.
