UPDATE: I've been running the game with on-board Intel graphics. Laggy, but playable. Until today when it crashed hard and won't recover. I will have a dedicated video card and SSD this weekend, though I doubt that is really the issue for me. Thanks.

Exactly the same issue since the last few days.
So far i'm not able to solve it.
All other games seem to work just fine.
Thanks
Condolences. ;-)
I'm actually pretty PO'd about this. I just bought a new box, I have been out of gaming for a long time, saw this game and thought, Why Not? It took me a little while to realize it's a remake of one of my favs.
I ge that I have sub-par HW for now to run this and understand that it might ultimately become unplayable. What I really DON'T get is why that has anything to do with the game no restarting AT ALL.

It seems I've fixed my issue, or at least now have a playable game for now, by doing two things (that I don't recommend, but you do what you have to).
1) Installed an SSD. Pretty good overall performance bump, even though it's a SATA.
2) Reinstalled Win10, Steam and BT. Been up and running since Aug 22nd. Awesome game. Definitely going to further upgrade HW before I try the expansions.
