Came back to the game (last definite successfully played December 2019, roughly 950 hours played on this rig previously - based on Steam Achievements), tried launching, Steam window comes up with "Allow game launch" popup window (which had never come up before). Game will not launch/successfully open, no matter what. Sometimes the cursor will change to the one used in-game, and sometimes the screen will go to black, but the game will always close/not fully open and go back to the Steam popup window. Pressing 'ok' will result in an endless loop of the game attempting to launch then asking permission to open. Pressing 'cancel' stops the loop.
Have tried doing complete clean uninstall (including registry edit) and reinstall, same thing. Have done this for all available Steam versions going back to 1.2.1. Depending on the version, the 'optional parameters' will change, but the result is the same.
No other games (Paradox or otherwise) have this issue. I've attempted to update my drivers, update windows, running as administrator, changing various background settings (Windows Defender, Norton, Razor Central). The first instance of this happening occurred on September 8, 2020.
