Dear Paradoxers,

today I want to present you my suggestions for the "Greater" Bavarian Region or more like what is nowadays called Bavaria. For a Swedish develepor team it might be hard to come up with ideas regarding this region, thus I as a Bavarian myself, living in the centre of Bavaria, have made up my mind for about one month or two, what I would improve. This post contains NI suggestions for Augsburg, Memmingen, Nuremberg,Salzburg, Bayreuth, Ansbach, Passau and Rothenburg as well as some DHEs for these OPMs. I also propose some new DHEs for Bavaria which compared to Brandeburg/ Austria is quite lacking regarding those and discuss what possibilities there are for new tags / provinces.

Because this will be quite a long thread, here a small table of contents:
  1. Bavaria proper: DHEs, (minor) NI rework and missions
  2. Austria proper: DHEs and missions
  3. Wurzburg, Bamberg and Bayreuth
  4. Nuremberg: NIs, DHEs and Ansbach
  5. Augsburg: NIs and DHEs
  6. Memmingen: NIs and DHEs
  7. Salzburg: NIs and DHEs
  8. Passau: NIs and DHEs
  9. Rothenburg ob der Tauber: NIs and DHEs
  10. Palatinate: NIs, DHEs and missions
  11. Trient, Styria, Tyrol

Map Changes:
First of all let's discuss what possibilities there are for new provinces and tags. There are the following which do not vanish on every HRE map:
  • Bishopric of Eichstätt: the province would be between Ingolstadt and Ansbach, but a lot smaller than e.g. Frankfurt --> personally, I would not implement this one
  • Free City /Bishopric of Regensburg: the province for this would exist, however together the free city and the bishopric maybe held about 30% of the province, whereas more belonged to Bavaria. Adding a mini province would result in a clickfest.
  • Free City of Rothenburg o.d.T.: This would result in a split from the Ansbach province in the west. If one also takes into account the other free cities in the region like Schwäbisch Hall, Dinkelsbühl and Bad Windsheim, the province size would be between Frankfurt and Ulm. Rothenburg also was an expanding free city. This was quite fertile land with a lot of grain, thus maybe a development of ~11 (4 tax / 5 prod / 2 man) would be right.
  • Bishopric of Passau: For this a splitting of the province of Straubing is needed. The part east of the river fork would then belong to the bishopric if one takes the maximal extension into account. A possible trade good could be fish, since there are three rivers. Passau was a rich province and many wanted this land, but compared to Salzburg it was also smaller (but with less mountains), so that I would suggest a development of about ~14 (5 tax / 6 prod / 3 man)
  • Prince-Bishopric of Bamberg and Margravate of Bayreuth: see the next chapter.

Furthermore, I would suggest the following new provinces:
eu4_64.png

Niederbayern:
  • Regensburg
  • Oberpfalz
  • Straubing
  • Landshut: 5/4/2 (Grain)
  • Passau: 3/5/1 (Fish)
Oberbayern:
  • München
  • Ingolstadt
  • Salzburg
  • Burghausen: 2/3/3 (Salt)

A census from 1770 (taken from Andreas Kraus and Max Spindler, Geschichte Bayerns, 2013):
  • Rentamt Munich (together with Ingolstadt): 388,000, Munich having 39,000, 16 cities, 25 marktet communities, 24.3% city population
  • Rentamt Landshut: 246,000, Landshut having 7,500, 6 cities, 24 market communities, 16.5% city population
  • Rentamt Burghausen: 180,000, Traunstein having 2,500, 5 cities, 12 market communities, 11.8% city population
  • Rentamt Straubing: 168,000, Straubing having 5,000, 10 cities, 21 market communities, 16.5% city population
  • Rentamt Amberg: 165,000, Amberg having 3,500
In 1654, Bavaria had an estimated population of around 1,000,000.

Actually, the dukes of Bavaria-Landshut were rich, because of the tremendous amount of grain harvested around Landshut. Salt was/is produced in Bad Reichenhall, Rosenheim, Traunstein, and others. Thus, Burghausen would be the Salt producing province.
Following the unification of the Bavarian duchies, Burghausen was made one of the four administrative divisions in 1507 (Ingolstadt lost its status, due to the loss of the later called Palatinate-Neuburg reducing the owned territory greatly.). Even before, Burghausen was an important centre of administration.
Burghausen is Lower and Upper Bavarian, but to preserve a coherent territory it should get added to Upper Bavaria. Salzburg should be changed to Bavarian culture, too (see this thread).
Innbaiern/Innviertel should also be Bavarian, as it changed ownership only after the Bavarian Succession War in 1779. Thus, for 335 years it was part of Bavaria and only for 42 years a part of Austria.

Map (17th century)

Furthermore, the region around Garmisch and Partenkirchen should be added to the Munich province, as they belonged to the Prince-Bishopric of Freising. As Freising is too small to implement, and the territory later became a part of Bavaria (Reichsdeputationshauptschluss), it is best represented as being part of the Munich province.

Lastly, I would also like to mention that Ingolstadt's city should be north of the Danube, since that is where the historical city centre is, and also that Landshut is mispositioned and too close to Straubing and too far away from München.

Österreich ob und unter der Enns:
  • Oberenns (Ob der Enns): 5/4/3 (Wine)
  • Obermannhartsberg (Ob Mannhartsberg, capital: Krems): 1/2/2 (Wool)
  • Untermannhartsberg (Unter Mannhartsberg, capital: Korneuburg) 3/4/2 (Wine)
  • Wienerwald (Ob Wienerwald, capital: St. Pölten): 3/3/2 (Wine)
  • Wien: 6/5/7 (Wine)
Innerösterreich:
  • Kärnten (possible to split it into Oberkärnten(capital: Villach) and Unterkärnten(capital: Klagenfurt) like I did in the screen above)
  • Judenburg
  • Graz
  • (possible to carve a Bruck province from Graz and Judenburg, making a Krain area necessary)
  • Cilli: 3/2/1 (Grain)
Küstenland:
  • Görz: 3/4/2
  • Istria (Venice)
  • Triest: 3/2/1 (Naval Supplies)
  • Oberkrain(capital: Laibach): 5/2/2 (Grain)
  • Unterkrain(capital:Neustädtel): 2/4/1 (Iron, Idrija)
Tirol:
  • Tirol
  • Lienz
  • Etsch (capital: Meran): 2/2/1 (Wool)
  • Vorarlberg: 1/2/1 (Wool)
  • Trient
Linz should be renamed to "Ob der Enns" as this was the official name of Upper Austria back then. The division of Lower Austria is based on the four historical quarters.

Ober- and Unteranhartsberg were the two northern divisions. Obermanhartsberg (since the 18th century called Waldviertel= forest quarter) was/is a low populated region with many forests and a hilly landscape. Wood (which still hasn't an own trade good) and wool as well as (coarse) cloth were produced there. Thus, wool would be the appropriate trade good, because the cloth woven there wasn't as fine as in the Netherlands. On the other side, Untermanhartsberg was/is known for its wine production being the biggest wine region of Austria(from the 18th century it was called Weinviertel = wine quarter). As capital for Untermanhartsberg, I would suggest Korneuburg.

Although, the quarter was called Unter Wienerwald, I decided to go with Wien as its the biggest city /capital of Austria. Wien became the centre of industrialisation in Austria, so that an event to change the trade good/increase production between 1750 and 1821 would be a good idea (comparable to the already existing one changing Ob der Enns' trade good). Hard to say what the trade good between 1750 and 1821 should be; maybe cloth, since it is the only trade good I would associate with the industrial revolution?
(Ob) Wienerwald is/was known for its cider earning it the name Mostviertel (= cider quarter). As cider is represented by wine, the latter should be the trade good of this quarter. Capital should be the very old city of St. Pölten.

A new province to represent the holdings of the counts of Cilli should be included. Krain should be also split into Oberkrain and Unterkrain according to the divisions of Krain. Although, the latter is only a part of the proposed province (Inner- and Mittelkrain being the other two), the naming would make more sense (Oberkrain = Upper Krain, Unterkrain = Lower Krain). Capital of Oberkrain would be Laibach, while Neustädtel would be the one for Unterkrain.
With this, there would be three provinces, i.e. a Slovene culture could be added. Görz' and Triest's culture is a highly disputed thing. But maybe events to change the culture would be a good idea (changing the culture to an accepted one).

Tirol should be split into three parts making Trent an own OPM (province: Venetian, country's culture: Austrian). Etsch with Meran would be a low value province with wool as a trade good representing the famous Tyrolese felt.
The small Vorarlberg should be also added and have Swiss culture, because of migrations of people from Wallis and the culture / dialect being a lot closer to the Swiss than to the Austrian culture.
Tirol was split into 4 quarters/Viertel (see here in Die Entstehung des Gesetzgebungsstaates am Beispiel Tirols Gesetz und Herrschaft Martin P. Schennach on page 353), namely the two Innviertel in the north (too small as provinces on their own, so I decided to fuse them into one), the Viertel am Eisack and the Viertel an der Etsch. Additionally, the Bishopric of Brixen was a landowner. As far as I'm concerned, Brixen as a province owned by the Habsburgs doesn't fit. (Sadly, I couldn't find a better map showing the concrete borders)

Some Census Records:

Erzherzogtum unter der Enns:
Erzherzogtum ob der Enns (combined the Mühlviertel with the Schwartzviertel as this happened at the end of the 18th century, the two southern provinces were combined, too)
Herzogtum Kärnten (Maria Theresia)
Herzogtum Steiermark
Herzogtum Krain (if too small, can still be recombined to two provinces: Ober- + Unterkrain)
Grafschaft Tirol:

Bonus: Salzburg (if someone ever wanted to split something there, here are the constituencies)

Mittelfranken:
  • Nürnberg
  • Ansbach
  • Rothenburg ob der Tauber: 4/5/1 (Grain)
Ober- und Unterfranken / Mainfranken:
  • Würzburg: 3/3/2 (Wine)
  • Bamberg (own tag)
  • Bayreuth: 2/1/2 (Wool)
The naming is based on the one introduced by Montgelas during the Napoleonic era. Mainfranken is used for the region around Würzburg only, but still the Main flows through both Upper and Lower Franconia (this naming is based on their relative position in the flow of the Main).

Furthermore, I would suggest splitting Henneberg/Coburg (city should be Coburg) from Thuringia. It should have Franconian culture, because the County Henneberg was part of the Circle of Franconia and in this part of Thuringia Franconian is spoken. Yet it should stay a part of the Wettiner's lands, but would represent this Franconian part of Thuringia.

Thüringen:
  • Leipzig
  • Vogtland
  • Thüringen: 2/3/1
  • Henneberg: 2/2/1 (Livestock)
[The buff towards Saxony would get diminished by Henneberg not being Saxon but Franconian (-> "yellow" culture penalty).]

Pfalz:
  • Pfalz: 5/5/2 (Wine)
  • Zweibrücken: 3/3/1 (Wine)
  • Mainz
Zweibrücken was an independent county (+ Veldenz) before it was ruled by the cadet branch, Pfalz-Zweibrücken, since 1444. I want to add that King Max I. of Bavaria was of the Wittelsbach dynasty Pfalz-Zweibrücken.

Here, I would also like to mention my suggestion for Swabia, since the territory would need to get redrawn (-> Ansbach and Rothenburg a part of a new Franconian territory). See this thread.
Austria should have a core on the Baden province representing their huge territorys there.

Oberschwaben:
  • Konstanz: 5/5/1 (Cloth)
  • Urach: 2/2/1 (Grain)
  • Augsburg
  • Memmingen
Niederschwaben:
  • Ulm
  • Württemberg
  • Zollern: 2/2/1 (Grain)

1. Bavaria proper:
New DHEs for Bavaria:

My goal was to implement and flesh out the Counter Reformation chain and connect it with the university in Ingolstadt. I would also propose adding the Oktoberfest, the first took place in 1810, then the constitutionalism of the Kingdom of Bavaria, some advisors and the House Union. The latter concerns the union between Bavaria and the Palatinate in 1777 after the Bavarian Wittelsbachs died out. For the Succession war.

Treaty of Pavia:
Emperor Louis the Bavarian divided his lands between his heirs and his brother's sons in the Treaty of Pavia 1329. From then the Palatinate and Bavaria existed independently from each other until 1777. After Maximilian III Joseph of Bavaria died heirless, Carl Theodor of the Palatinate inherited Bavaria according to a passage of this treaty.

Ingolstadt University:
Duke Louis IX of Bavaria-Landshut founded the University of Ingolstadt with papal aproval in 1472. This university with its quadrivium was among the first German humanistic universities, whereby many famous professors like Johannes Aventinus, Peter Canisius, Johan Eck and Peter and Philipp Apian taught there. Thus initiating a cultural and economic prosperity for Ingolstadt.

Landshut Wedding:
Our strong ties with the great house of <target dynasty> have paid off! Our monarch, <own rulername>, is going to marry into this noble house governing the great power of <targe country>. This is a great chance to establish the von Wittelsbachs as a leading dynasty in Europe and also a divine dispensation of benefit to the whole Christianity and the Empire! Therefore, we should celebrate this appropriately through a more than a week long wedding festival. We plan to have tournaments, ball evenings, grand feasts and many more events and we will also invite the highest nobility of Europe to join us. However, our master of mint has pointed out that our treasury is sparse and therefore we will have to take loans. What shall we do?

Was sollen wir tun?

War of the Succession of Landshut:
Duke George of Bavaria-Landshut died in 1503 without a male heir, thus according to the Treaty of Pavia Albert IV of Bavaria-Munich should have directly inherited Landshut. However, George designated his son-in-law, Ruprecht of the Palatinate, as successor which ultimately lead to a war between Ruprecht and Albert IV.

After the defeat of Ruprecht and his death caused by dysentery, Emperor Maximilian ended the war at a Diet in Cologne in 1505. Albert IV was granted the rule over the entire Bavaria with the exception of a small territory, latter called Palatinate-Neuburg, which was granted to Ruprecht's sons. One year later Albert IV inistituted the Everlasting Successions forbidding future partitions of Bavaria.

Around 35 years, Leonhard von Eck dominated the political, economical and religious life in Bavaria and is considered to be one of the greatest Bavarian statesmen, possibly only bested by Montgelas. The son of a knight studied in Ingolstadt, where he became a humanist, and became duke William IV's advisor in 1514. Since then until his death, von Eck was responsible for anti-reformatory measurements like the Bavarian Religious Mandates as well as an anti-Habsburg foreign policy. With the inheritance of the Bohemian crown by Ferdinand I in 1526, the fears of an encirclement arose. To combat this, Bavaria was carefully manoeuvring between Habsburg and France as well as between the Leage of Schmalkalden and Habsburg, i.e. rather combating the Habsburgs' expansion than the Protestant Reformation. The greatest success of this foreign policy was a treaty in which the Habsburgs had to pay for military access and subsidies by marrying of Ferdinand's daugther Anna to the later duke Albrecht V and the promise of the Palatine Electorate. Though the latter was out of reach because of the political situation in the Holy Roman Empire, the marriage was important nearly two centuries later, when it was used to justify the Austrian Succession War against Mary Theresia. Nevertheless, Leonhard von Eck's manoeuvring foreign policy was the blue print for the Bavarian foreign policy until around 1670.

Bavarian Religious Mandates:
In reaction to the rapid spread of Protestantism, William IV, Duke of Bavaria, and his co-regent and brother, Louis X, enacted the so called First Religious Mandate on the 5th of March, 1522. On the basis of the Edict of Worms, Luther's teachings were forbidden, Bavarian ministeriales had to arrest all Lutherans, and it tried to fight the religious deficiencies together with the Bavarian bishops. As this would have meant for the bishops to start with themselves, they lacked the necessary eagerness. The two dukes reacted with the Second Religious Mandate on the 2nd of October, 1524, in which a commission was instituted to carry out religious visitations, in which printing was only allowed with ducal permission, and in which every liturgical change and studies at the University of Wittenberg were forbidden. This was even before the acquisition of Papal privileges to make visitations in Bavarian cloisters as well as to exercise jurisdiction over priests.
Hereby, the dukes were influenced by the theological professor and preacher in Ingolstadt, John Eck. Eck acidentally became one of Luther's most fervorous adversaries, after his private correspondence condemning Luther's 95 Theses was published by a cathedral canon and after he debated against Luther, Melanchthon and
Karlstadt in the Leipzig Debate.
Although, Albrecht V tried to renew the Religious Mandates after his predecessors' deaths, the validity of the Religious Mandates de facto ended.

The Cartographer of Bavaria:

Philipp Apian, a son of the professor Peter Apian, was just like his father a professor, mathematician, astronomer and cartograph. In 1554, duke Albert V of Bavaria commissioned Philipp Apian to complete Aventinus' Annales Bojorum with a map of Bavaria. Based on this map he also created small tables which Napoleon used over 250 years later during his invasion of Bavaria, because of their until the 19th cenutry undisputed level of detail. The Duke invites the Jesuits into Bavaria (expansion of the old event bold and underlined):
Wilhelm IV became a political leader of the counter-reformation movement in Germany, with close cooperation with the Pope and banning many reformers from Bavaria. In 1541, he invited the Society of Jesus, also known as the Jesuits, to come to Bavaria and later on founded the Jesuit College of Ingolstadt in 1549 making them the predominant authority at the city's university. This order did great work in reviving the Catholic Church from its headquarters in the Bavarian town of Ingolstadt. What shall we do?

Hans Steininger:
A rarity, of which the citizens of Braunau are not least proud of, is the beard of one of their former magistrates, Hanns Steininger, who, as the figure and date at Braunau's Salzburgertor indicate, helped the city to glory less with his insight than with his beard in 1567, which reached close to his toes. This beard miracle is preserved in a more beautiful and lasting way at the parish church, carved into half on a large marble slab. This Hans Staininger had to become the victim of his astonished strangeness; as he once showed his allegiance to a prince, who was passing through, he stumbled over his beard, and, because of the fall, he died soon from the consequences of this injury - as a martyr of his conceited beauty!

The Abdication of William the Pious:
William V the Pious piled up debt within an extraordinary short time, since he exceeded the yearly income of 300,000 Gulden by 200,000 Gulden yearly. Although the estates payed back his debts several times, William wasn't able to manage the state finances. This ultimately lead to an ultimatum by the estates to allow his son, Maximilian, to take care of the finances. However William intervened, making it hard for Maximilian to refloat the country, and leading to the officials playing out father and son against each other. When the debt again reached astronomical values, the estates urged William to abdicate, paving the way for Maximilian I to restructure the finances and to even generate a surplus. What shall we do?

The Absolutist Reforms of Maximilian I:
The inability of Duke Wilhelm V led to his abdication in favor of his son Maximilian I in 1597, whom he already made three years earlier the president of his Geheimrat, the secret cabinet. Eagerly, Maximilian I began to reform the trade , the economy and the administration as well as strengthening the ducal power while abolishing the Landtage, the parliament. Through the introduction of mercantillism, various state monopolies, tolls and taxes Maximilian was able to redeem all of his father's loans enabling a widespread foregin policy such as the founding of the Catholic League by Maximilian in 1609.

Johann Tserclaes, Count of Tilly:
Johann Tserclaes, Count of Tilly, was appointed as the field marshal of the Catholic League by duke Maximilian I of Bavaria in 1610. During the Thirty Years' War he commanded the League's troops and successfully won the Battle of the White Mountain defeating the Bohemians and conquered the Palatinate and various other protestant cities. However, his most famous "deed" is the Sack of Magdeburg (some historians argue he had no interest to order it and suggest other persons that could have been responsible for this sack), in which the Protestant city Magdeburg was completly devastated, and more than 25,000 citizens killed. This led to the coining of the German phrase "magdeburgisieren", a synonym for a complete devastation or a horrendous terror. Because of King Gustavus Adolphus of Sweden's advance into the south, Tilly had to return to Bavaria to save the fortress city Ingolstadt, where in the Battle of Rain he was fatally wounded. Until this day he is celebrated as the saviour of Ingolstadt since with his help the Swedes had been successfully expelled for the first time.

Maximilian of Montgelas - Father of the Modern Bavarian State:
Maximilian Joseph, Baron then Count of Montgelas (1759 - 1838), was the most influential advisor and minister of the heir to the Bavarian Electorate Maximilian IV. As a freemason influenced by the Enlightment and French Revolution and as a self proclaimed Bavarian patriot, he developed the Ansbacher memoiré which latter on became the basis for his reforms. In 1799, Maximilian IV became new Elector and nominated Montgelas as his leading minister. Among his many reforms were the equality of all Christians, a compulsory school attendance, an independent judicative, a coherent economy policy, a compulsory military service and the creation of an independent civil service and administration. The foreign policy of Montgelas was characterized by opportunistic alliances, so that after the initial Austrian defeat Bavaria joined the French alliance yielding huge territorial gains and the proclamation of the Bavarian Kingdom. This alliance endured just few days before Napoleon's desastrous defeat in the Battle of Leipzig. Bavaria again changed sides and joined the anti-napoleonic coalition, securing all achieved gains. Even after Montgelas' dismissal as minister in 1817, he advised and served the Bavarian Crown until his death. Because of all his achievements he is called the Father of the Modern Bavarian State.

Constitution of the Kingdom of Bavaria:
The Constitution of the Kingdom of Bavaria from 1818 was the second constitution declared by King Maximilian I as a reform from above. This constitution granted basic rights like personal freedom, access to public offices regardles of birth, the right for property, (partial) freedom of press, freedom of conscience and emigration, but also introduced and independent judicative and bicameral system elected with a census suffrage. Nevertheless, the monarch had a strong position, e.g. the legislative initiative, so that a complete separation of powers was not achieved.

A Turkish Marriage (Austria)
After the fall of Constantinople, the Turks have become an increasingly dangerous threat to both the Holy Roman Empire and Christianity as a whole. Though war may be inevitable, Austria has long practiced the art of strategic marriage, and we may be able to use this to our advantage once more. Emperor Frederick III’s daughter, Kunigunde, is unmarried, as is Mehmed II in the Christian sense. This could be one of the most powerful prospective unions yet, not only subsiding the Turkish threat, but also bringing a new Christian nation to the fold. My great Sultan! The Holy Roman Emperor has sent an offer of his daugther’s hand in marriage. In exchange, the Emperor requires you to convert to Catholicism and take her as your only wife. While this may greatly upset your subjects, this could also ease much of the growing tension between our Empire and the Catholic Rulers of Europe, perhaps even allowing us to become friends with them and open up new and exciting diplomatic actions. 3. Bishopric of Würzburg, Prince-Bishopric of Bamberg and Margravate Bayreuth

At the moment the Bishopric Wurzburg has two provinces: Würzburg and Bamberg. Now what bothers me the most is that in reality this territory was divided between the Bishopric Wurzburg, Prince-Bishopric Bamberg and the Margravate Bayreuth. If splitting/halving Bamberg is too much, at least add the Prince-Bishopric since the province Bamberg already exists. Later on I will also propose NIs and an outline for DHEs. Furthermore, the crest should be changed (see links) to the version containing the crest of the duchy of franconia and the one of the bishops of Wurzburg (the crest of the city of Würzburg is the same but with other colours). Additionaly, an increase of development to about 10 of the province of Würzburg might be needed, since ingame also the Abbey Fulda is represented within the lands of Würzburg and Würzburg was richer than Bamberg or Bayreuth.
Wurzburg already has unique NIs, therefore I focused on coming up with DHEs.

Refounding of Würzburg's University:

Originally, the University of Würzburg, then called Hohe Schule zu Würzburg, had been founded in 1402 as the fourth university in Germany. However, due to non sufficient financing and the first chancellor's murder by his own famulus, the university was ultimately closed down. But a century later, Prince-Bishop Julius Echter von Mespelbrunn attempted to reestablish the university, what finally was achieved through privileges granted by the Pope and the Emperor as well as through a solid financing, so that the university endures until today. Because of the founding during the Counter Reformation, at first only Catholics were allowed, but more than a century later the university was opened for protestants, too.

Beginning his career as military engineer in the service of the Prince-Bishopric of Würzburg, Balthasar Neumann's talent was recognised by his superior bishop Johann Philipp Franz von Schönborn. Embedded with the Baroque ideas from Vienna and Milan he began building the new Residence of Würzburg in which he synthesised the European Baroque. Various other churches and palaces cemented his position as one of the greatest Baroque architects of southern Germany.

Restore the Franconian Duchy
‘As Dukes of Franconia we should enforce our title and make all of Franconia bow before the Bishop of Würzberg.‘

3.b) Prince-Bishopric of Bamberg:

As already stated above Bamberg should be a new OPM tag with the rank of a duchy and the title Prince-Bishopric. The crest should be the Lion of Bamberg (see links). In the region, Bamberg is most known for its cathedral, its history of witch hunting as well as for its beer. My home town Ingolstadt (Bavarian Purity Law) and Bamberg already fight for the title city of beer for a long time. Every visitor of Bamberg also knows about the baroque part of the city and the city part called Little Venice. Even though this name came up in the middle of the 19th century, the houses already existed, gondolas were used for transportation and there was a yearly Fishermen's Jousting.

I have added another alternative idea for Bamberg (Vierzehnheiligen). Thus, there is one more than neccessary. I would suggest neglecting the Bishop of Bamberg idea and instead go for the Vierzehnheiligen idea.

National Ideas:
  1. Traditions: +1 missionary, 0.5 yearly devotion
Reason: Bamberg has a tradition of missionizing, e.g. the slaws between the rivers
Main and Regnitz. The bishopric also has four saints: Sebald, Bishop Otto,
Emperor Henry IV. and Empress cunigunde (-> devotion).
  2. Bishop of Bamberg: + 1 diplo reputation
Emperor Henry IV established Diocese of Bamberg as exempt at the Synode of Frankfurt in 1007. As we are also the director of the Circle of Franconia, we can pursue an independent policy even in worldly matters in our region.
  3. Bamberg Cathedral: +1 yearly papal influence, -1% prestige decay
Our cathedral dating back to 1004 is not only the rest place for the sole holy
Emperor Couple, Henry IV and Cunigunde, but also the only preserved grave of
a Pope in Germany. Pope Clement II., the former second Bishop of Bamberg, was
deeply-rooted with our city, so that during his papacy he staid Bishop of Bamberg
and wished to be buried there. Truly, our inuence reaches Rome.
  4. City of Beer: +10% production efficiency
Since the introduction of the communal brew privilege, the number of brewery has
increased rapidly. However, some misuse this privilege and sell impuried beer.
Thus let us declare that nothing else than malt, hops and water shall be used!
  5. Little Venice: -5% development cost, +5% trade efficiency
Near the Regnitz many new houses were already built towards the riverside. Our citizens
even use small gondolas for transporation and trading. We should encourage
    even more to settle there.
  6. Witch Burner: +3% missionary strength vs heretics

Translation (Old German): The punishment of sorcery: Moreover if someone harmed
the people with sorcery or caused to the people's disadvantage, one should
punish from life to death, and one should execute the punishment with fire.
  7. Support Baroque Art: +1 Prestige
Our neighbours all hire Baroque architects and artists. Therefore, we will build new
residences and an unprecedented theatre to show the world that we can compete
    culturally, too!
  8. Vierzehnheiligen / Church of the Fourteen Holy Helpers: +2 tolerance of the true
    faith
After in 1445 and 1446 a shepherd had two visions of fourteen children revealing
themself as the Fourteen Holy Helpers near Lichtenfels, a terminally ill maid was
miraculously cured. Ever since, the amount of pilgrims increased and now has
reached an gigantic dimension, so that the old, small church is no longer able
to sustain. Commissioning the famous architect, Balthasar Neumann, with a new
rococo church would not only help to create enough space but also show greatness
of God making the devotion of our poor subordinate souls thrive!
  9. Universitas Ottoniano Fridericiana: -5% technology cost
Until now the Academia Bambergensis contained only a theology and philosophy
faculty. We will expand our university and add a faculty for jurisprudence and
medicine. From now on the university will be named for its founder Prince-Bishop
Otto of Salzburg and its enhancer Frederick of Seinsheism.
  10. Ambition: +5% Discipline
Reason: Bamberg and Bayreuth both were absolutistic states. Furthermore, this
discipline bonus would help to compete with all the other nations around them.
DHEs:

Witch-Bishop:
Although the number of trials and convictions regarding heresy and witchdom have increased since the beginning of the reformation, under the rule of <rulername> all the former bishops have been outperformed. Beginning with the construction of a prison for witches and heretics only called the Drudenhaus, our bishop <rulername> has shown an unexcelled satisfaction when watching a witch burn. The ever increasing number of presumed witches burning on a stake, has lead to fear and terror among our citizens who gave him the title "witch-bishop".

3.c) Margravate Bayreuth
The Margravate Bayreuth was founded through division of the Burggravate Nuremberg and was an independent territory for nearly the whole time span, even though there were many PUs. Since Ansbach can fall through the Albrecht Achilles event under a PU under Brandenburg, this should also be possible for Bayreuth (like in reality). The coat of arms should be the one of the city of Bayreuth, since Ansbach also has the one of the city of Ansbach. I propose a development of the province of Bayreuth of 7 like for Ansbach, beucase in the "Regensburger Teilungsvertrag" the land was distributed into economically equal areas (even though this is a NI and wasn't the case in 1444, this can be modelled by the trade good: salt <-> wool) . From the beginning using wool as a trade good might be anachronistic, however I saw elsewhere that trade goods were used which came up later than the start date 1444.

For the NIs I have chosen the dynastic aspect, the characteristic defenses caused by the Wartordnung, and the economic boost in the 16th century, when parts of the southern land of Ansbach were ceded to Bayreuth. Albrecht Alcibiades also wanted to unite Franconia in the 2nd Margravial War, so I saw it fitting to be added as a NI. The Order of the Red Eagle was also founded by the Margraves of Bayreuth and then later on this tradition was kept alive in Prussia. The Gravenreuther Stift is there, since Bayreuth lost many soldiers during the 7-years War. The Margravial Opera House is now a UNESCO heritage and is quite impressive for a town "in the provinces" (at least if you compare it to Munich, Nuremberg, Paris ...).

The Huguenot City of Erlangen DHE could also be implemented for Ansbach (if Bayreuth will not be implemented), since geographically it would be in the province of Ansbach, but politically it was Bayreuth.

National Ideas:
  1. Traditions: +1 land leader manoeuvre, +20% land force limit
Reason: They always had to walk through mountainous areas to reach their southern possessions (Franconian Switzerland).
  2. Hohenzollern Margrave: +1 diplo rep
Although we do not possess vast lands, our dynasty has secured territories across
the whole Holy Roman Empire, most notably the Electorate Brandenburg. If we
care for a close and good relationship with our cousins in Brandenburg, everyone
will want to establish diplomatic contacts with us.
  3. Wartordnung: +20% fort defense, -0.1 monthly devastation
Even though we already used small towers, the Warten, to secure the main streets,
our enemies can easily devastate our land. We will erect and man more Warten
and equip them with beacon res enabling faster communication. Hence, we will
now be able to properly react and defend against foreign armies, and our peasants
will now have shelters to hide.
  4. Regensburger Teilungsvertrag: +10% goods produced
When the Burggraviate of Nuremberg was partitioned, this was just done under
geographical aspects. However, our northern land was less fertile and rich than the
southern land. Since we were able to come to an agreement with our kinsmen, that
we get compensatory land, the inequity in income is now settled.
  5. Unite the Franconian Duchy: -10% core creation cost
For centuries, Franconia was divided into many small territorial states. If we want
to compete with our northern brethern, we will have to accomplish this deed and
unite Franconia under the Hohenzollern banner!
  6. Order of the Red Eagle: +1 yearly army tradition
Introducing a new order and bestowing it to merited generals and nobles will bind
them closer to us and make them more inclined to eagerly ght in our wars. With
this in mind we will call it Ordre de la sincérité - Order of Sincerity - and decorate
the medal with a red eagle.
  7. Gravenreuther Stift: +20% manpower recovery speed
One of our nobles has declared in his last will, that with his money a spital for the
wounded shall be founded. If we support this benecence, our injured soldiers will
recover from wars faster enabling us a more oensive policy.
  8. Margravial Opera House: +1 yearly prestige, -10% building cost
Many thought, that it is impossible to build a magnificent opera house in the provinces, however we have proved them otherwise through uniting the quintessence of the French and Italian baroque. If one enters the building accompanied by fanfares through the classic temple like front, one sets foot into an irreal seeming world, the realm of poesy.
  9. Ambitions: +5% Discipline
    Reason: Mini-Prussian Ambition.

DHEs:
Second Margravial War:
Around one century after the First Magravial War, the Second Margravial started in 1552. Albrecht Alcibiades, Margrave of Kulmbach-Bayreuth, had the goal to unite Franconia under the rulershipf of the Hohenzollern similiarly to the First Margravial War in which Albrecht Achilles wanted to see Franconia under his supremacy. Although, Albrecht Alcibiades was able to conquer Forchheim and the Free City of Schweinfurt and able to defeat the Prince-Bishopric of Bamberg, his diplomacy was horrible leading to a coalition forming against Albrecht Alcibiades. The margrave was ultimatelly defeated at the Battle of Sieverhausen, his land was devastated, his residence, the Plassenburg, incinerated and he himself was under imperial ban. He fled brokenly to his sister where he died three years later. The rule of the margraviate was then granted to his relative George Fredrick, the margrave of Ansbach, in 1557.

The costly holding of court of our rulers has lead to a completly empty treasury. The taken loans to still be able to celebrate pompous festivals have now overwhelmed us. We are no longer able to pay the money back on our own, so that our creditors demand to pledge them some of our land. However, our relatives in the north have offered us to overtake our country, while financing us our evening of life. What shall we do?
  • Brandenburg/Prussia and Bayreuth share the same dynasty
  • Bayreuth has at least 3 loans
  • We need to seek their aid:
Brandenburg/Prussia gets a PU over Bayreuth for paying all loans
and paying 100 gold to Bayreuth
  • We can do it on our own: Bayreuth gets +2% interest per anum for 20 years
The Huguenot City of Erlangen:
For over a century now Europe has seen the effects of the Reformation and Counter-Reformation. As religious borders begin to solidify many Protestants or Reformed subjects of Catholic rulers find themselves on the run. With the revocation of edicts of tolerance hundreds of thousands seek a new home. We have found an optimal place where they could settle, namely in Erlangen. If we offered them a tax exemption and some money to build new houses, they would greatly increase our income as they have knowledge to produce fine wares. Because of the tight alleys and dowdy style of Old Erlangen, we should then settle the Huguenots in a planed baroque city, New Erlangen, centred around a new residence of ours. This would also bring us glory as founder of a city. What shall we do?

A suggestion for Nürnberg's NI:
Maybe there is a place for Peter Stromer and his revolutionary ideas about reforestation somewhere? In the 14th century, the city had huge problems when it came to wood and coal supply - like so many at the time. Peter Stromer found a way to reliably plant and grow pine, spruce and fir trees on the surround fallow and deforested strips of land. This is remarkable in two ways: Back then, those trees were concidered to be made by the devil, because of them not carrying fruit. And secondly, because this marks a turning point in how natural ressources were perceived: from depletion and deforestation to sustainability and proactive involvement.
The newly planted trees not only fired Nürnberg's ovens and kilns for centuries to come, they also supplied material for the first paper mill in all of Germany. The forest planted by him and his family is considered the first 'artificial' forest in world history.

Seeing how Peter Stromer lived in the 14th century, so right before the game's start, a place in Nürnberg's traditions could be fitting. His entry could be accompanied by a modifier to goods produced or development cost.
