Bentix (MyMAP 1,66) and the conscription

I've modded something a month ago. It consisted about Germany and further will consist about Italy, greek states and BE in the MyMAP 1,65. I'd fixed many bugs who maked KoG formation unplayable:

- electoral events now have the ability to transform ourselves into KoG;
- restored GER and ITA as the tag for Germany and Italy;
- moved Urbino to PAP and Germiyan to TUR;

I had played as Wirtemberg for test. It worked good. But I can't find the bug with (and even with some who allows to join KOG) circle events , who doesn't appear yet in the gametime.

Please mod with, report bugs and try to hunt it. I hadn't saved all event texts in text.csv mod file due to lack of time.

First proposals:

Should we move electoral/GER events (Imperial Diet at Worms) to one file?
What about Netherlands, TO/Prussia and Switzerland?
