Iirc there's a specific anomaly that makes it happen.
I believe there are actually several, and some of them add strategic resources to the star too.

This is, of course, also hilarious with a dyson swarm. One such star with so much as 2 base motes or gas (I've never seen it with crystals) can pretty much take care of empire-wide needs indefinitely.

Though it's not relevant to the screenshot (only the title): the Klendath system always has minerals, IIRC. So minerals from stars has been there since at least Distant Stars.
