If i want to install the feb-28 beta on my vanilla 1.07, do i need to install both parts or only part-2-fixed? In other words, is the part-2-fixed an update on part-1 or are they 2 seperate parts?

IIRC the first one ist the "normal" beta. The second part contains the new graphics.
On a related note and somewhat in response to the idea of getting the March 2nd beta is I tried installing the March 2nd patch but the zip file is corrupted with CRC errors. I tried redownloading it but it has the same multiple errors. Where can I get a nice clean zip of the beta? I don't want to go back to older beta files but playing without the betas is a vastly different experience and I want the latest changes.
Just right-click then save-as and you should not have any trouble.
Make sure you clear your internet cache first as some time it tries to grab it from there and if that one is corrupt, well.

You should be fine installing the beta over the last one.
Only do a fresh install if you run into problems.
