Fresh install, then apply 1.07, then the latest beta version.

To install the beta just unzip it (extract it) into the main EU2 directory, select overwrite if prompted.
 
You need a utility like winzip, winace or winrar to unzip it.
 
Sorry I assumed you had XP, XP has the utilities built in.
