Betrothal stuck in limbo after a grand wedding was invalidated

Description​

After my grand wedding was invalidated between my adult son and an adult landed duchess the betrothal never actually ended, but the decision to actually get married is not present so it's basically in limbo. I can still break the betrothal, but it still acts as if i'm breaking a grand wedding promise lowering my level fame by one.
EDIT: It seems the issue was actually the regency they had. I've had the same issue occur with a normal betrothal with a female ruler they also had a regency i've also seen someone have a similar issue on the forum and they also attributed to the regency so it seems likely. It seems like the regency both might have invalidated the grand wedding for whatever reason and also prevents betrothals from ever being fulfilled.

Steps to reproduce​

1.Offered grand wedding between adult son and adult landed duchess
2.Wedding was almost instantly invalidated
3.Eternal betrothal begins
