They could use (might already be using) boost library or another one... They are already using that, but you have to keep in mind that everything can't be put in thread!

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
The existing games that use it have Intel's TBB dlls, so I assume they use that.
