Sorry I didn't get back to you earlier; I've had a strange day.

The first two moves are fine, but the purchase orders for garrisons can't be executed. During the War Phase, you can only buy reinforcements at Industrial Centers you controlled at the start of your turn. Since regular garrisons only have 1 move each, they cannot reach the locations you have specified.
