I understand that it is possible to form the 1848 German liberal dream of a "Big Germany" by uniting Prussia, Austria, and the other smaller states. Is this true? If so, how?

If I understand you correctly you are refering to the Popular Unification of Germany event.

Don't think this is possible with Vicky or V:R except by military conquest.
I have done it in VIP though. Not sure if you can do it as Prussia but I have done so with Austria. To do so you must win the war agaist Prussia in 1866. Then you get a series of events and you can steer towards "Big Germany" that way.
Afterwards I think around 1870 you get a event named France is trying to take South Germany away from us. You win that war and an event comes where you inherit Prussia and the German minors. Your name then changes to Germany.

Don't forget the awesome flag! It is the greatest perk of all in acquiring half of western Europe.
You can do it as Germany very easily. Just remember the death date for this event is early 1851. Just make conquer all the little German states, release one or two as satellites when your government is a democracy or constitutional monarchy and defeat Austria. There cannot be any minor German states with a government other than the above two so that's why you gotta annex em and release them. Just conquer and satellite not as reliable to get the right government, or at least in my last game, one reverted in months back to laws by decree. One caveat, expect a BB score of 120 so lots of badboy wars until you can get it down.
