Bill of Rights parliament issue granting wrong modifier

Description​

When I select the Bill of Rights parliament issue, the modifier granted is "Abandoned Religious Rebels", giving -2 Tolerance of the True Faith for the rest of the game. I believe this is a mistake, as the modifier is also given (temporarily) by an event from Art of War (Neighbour Confronts Us About Rebels) and only makes sense for that event.

Steps to reproduce​

Open the Parliament menu as England, resetting as necessary until the Bill of Rights parliament issue is available.
