What factors determine who will be the successor to a Bishopric and what the culture of that person will be?

I am not really sure on this but
1. A new bishop will either come from the court of the Papal Controller or from the court of the Pope.
2. If there are no eligible characters in that court then the game will create a new bishop
3. Bishops created by the game (so not born from two other characters) always will have the culture of the current Pope. Other then that, bishops can be of any culture.
