Removing the "Blacklisted" tag from the mechdef won't get them in the OPFOR pools but it should make them available in shops but they will still be EXTREMELY rare unless you mod the rarity. I haven't figured out where the list of potential OPFORs for each mission type are kept.
I think you have to remove "BLACKLISTED" and replace with "unit_release",
also if you want the mechs in the stores you have to add
mechdef_atlas_AS7-D-HT,MechPart,0,10 for the atlas
just choose the store for example
