Black Sea trade bug?

As the UK I am finding it impossible to trade with countries that have Black Sea trading ports (v1.03). I can select it as an option, choose amounts that would be an acceptable trade, but then the "OK" box is greyed out and unclickabble (as if I did not have enough transports to initiate a trade but I have more than enough). A *very* small bug as the UK, perhaps a very big bug if you are Turkey, Romania, or Bulgaria.

Has this been noted before?

I believe it is. Closing the strait not only effects fleet movement but, apparently, trade.

If anyone was at war that might be understandable but the strait is closed from the moment the game starts in 1936. Again, not a big bug for the majors since Soviet Russia has other ports it can trade from, but for the minors listed it makes trading with overseas countries impossible.
