Black Sea Trap

I am playing HOI2 on a PC with the Doomsday expansion and the latest patch. Playing as Britain, I allied myself with Turkey and moved the British fleet into the Black Sea, a clever strategic move, I thought. Much to dismay, I soon found that while I could move ships into the Black Sea, I couldn't move them out again. The Sea of Macama is impassible. Trying to move through it gets me the "out of range' notice, even for the shortest distance. Changing bases gives me no blue arrow, no ETA and no actual movement by the fleet. Turkey is very friendly (+200), but stubbornly refuses to negotiate a right of passage agreement (0% chance). Turkish fleets can move in and out of the Sea of Macama freely.

Turkey will only allow allied ships to go through the Bosphorus straight if they are at war.

Yes, but then peace broke out, trapping my fleet.
