I noticed that no matter how many cooldown-reduction items I toss onto Sir Gal, his cooldown time for Blast can never go below 60sec.

Is this an intentional feature or a bug?
 
Hm, interesting. It’s not an intentional feature, unfortunately it seems to be a bug. Is Blast the only spell which brings up the problem?

I did some brief experimenting. The results are as follows:
1) Using a combination of the full Epic Set of Gorlois and the Cold Iron Sword I am able to reduce Sir Gal's Blast cooldown time to 60sec but not beyond;
2) The exact same combination of items also reduces Sir Gal's Cleave skill cooldown to 30 sec (50% original time) but not beyond;
3) However, the above described combination of items has no effect whatsoever on Sir Percivale's skills (any of them), not even Cleave!!! The three abilities of Percivale are Dragon's Breath (unmodified cooldown at 9sec), Cleave (unmodified cooldown at 27 sec), and Dragon's Eye (unmodified cooldown at 135 sec)...What is even more puzzling is that Sir Gareth's unmodified cooldown times are different than Sir Percivale's. Gareth = 18 sec for Dragon's Breath, 270sec for Dragon's Eye; Gareth doesn't have Cleave. Note also, that Sir Gal's unmodified Cleave cooldown time is 60 sec, which is 33 sec longer that Percivale's!?
4) The same combination of items has no effect whatsoever on Sir Percivale's cooldowns at all...Masterful Tactics (30 sec), Sidhe Roads (30 sec), Venomous Curse (30 sec), Aura of Fear (60 sec);
5) I also used the Ring of Lugh (only the first two levels activated, meaning 30% cooldown) on Sir Gareth. It worked fine;
6) The Ring of Lugh worked fine on Sir Gal as well...However,
7) The Ring of Lugh had no effect on Percivale's cooldowns at all;
8) The Ring of Lugh also had no effect on Sir Bedivere's cooldowns at all either.

I stopped at this point because it is clear that the problem is extensive, likely affecting all or most Heroes, and that the programmers need to systematically go through the various item-hero combinations (not to mention game code) to figure out what is causing this havoc...I emphasize here, that the above are not the only problems that exist but the immediate findings of the only eight experiments which I performed. Hence, I can only recommend a thorough review on Neocore's end, as the problem is almost assuredly far more widespread.

I think its working as intended. There is a cap of 50% cd reduction from items. This can be further increased by sages' inherit 10% cd reduction and arcane swiftness(40%). The maximum amount of cd reduction is .1 + (.9 * .5) + (.45 * .4) = 73%. There is a common bug however which makes the 50% cd reduction from items permanent.
