Should you always use BLEED THEM DRY on your capital province, since the capital province can't ever rebel? Besides the fact that it depletes food in the capital, are there any downsides?

Please give these tyrant’s aprentices the reward they deserve with a rebellion of their own capital province when they reach 0 loyalty.

I do this as well; the only "downside" might be another policy even helping you more (e.g. Centralization, Conversion, Assimilation) - and later, when your capital likely has become a big city, the food penalty. But if no other need is there, Btd is a nice (early) option to get some extra cash.

I usually run with encourage trade but bleed them dry looks stronger if food isent an issue. Centrialize population is also strong same with conversion/assimilation even if those 3 are more niche.

I like to use social mobility on the capital region sometimes. What do you think of this policy?
It might be a (temporary) powerful choice in your capital, if (and as long) your pops are less "developed" than what your infrastructure allows there. Beside paying twice the PI cost for enacting it and abandoning it later (might be worth), the big problem is IMO finding the points where it starts to be useful and where it stops to be. I see myself missing the former moment and forgetting the latter :)
Outside your capital it might work together with an enslavement strategy, but as this policy is never automatically picked by governors, again the PI cost is prohibiting (combined with the need to stick with your governors as long as you want to run it or the need for more PI investment after a switch)
