I do this as well; the only "downside" might be another policy even helping you more (e.g. Centralization, Conversion, Assimilation) - and later, when your capital likely has become a big city, the food penalty. It might be a (temporary) powerful choice in your capital, if (and as long) your pops are less "developed" than what your infrastructure allows there. Beside paying twice the PI cost for enacting it and abandoning it later (might be worth), the big problem is IMO finding the points where it starts to be useful and where it stops to be. I see myself missing the former moment and forgetting the latterI like to use social mobility on the capital region sometimes. What do you think of this policy?
