I recently bought the game and in my first game I see that there seem to be map errors all over the world. They are consistently in the same locations when I quit to desktop and reload. This only occurs on close zoom levels, and if you look closely the square areas seem to be "cubic" with three-dimensional sides. Some places also seem to switch land and sea textures (for example look in the second image you can see square "lakes" in Anatolia). At first I assumed this was a graphics issue and tried playing with some settings but so far nothing changes the appearance.

Please run a Steam Verify operation against the game, see if that finds anything to fix.

If not, DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach your Documents/Paradox/Imperator/pdx_settings.txt.
From your Documents/Paradox/Imperator/logs/ folder, attach system.log .
 
This machine has an Intel 4000 video system; the game is not supported on any Intel video hardware I'm afraid.

What might help is if you update the video driver for it, which is from 2015. Check with HP support first, if no good then Intel themselves:
