I guess what I wanted to ask is if it is possible to modify the scenario end date to continue playing after 1921, which is when the WW1 scenario ends in Blood and Iron.

I believe you can just change the end date on one of your saves and keep on playing for as long as you like. But there won't be any scripted events

Edit the scenario file before you start a new game. Unfortunately, you can't edit a save file once you have started playing a game.

No, you can't. But you can edit the end date in a scenario file before you start a game, but once you've started a game you're SOL.
