Blue flags (missing textures?) appear randomly over time

I attached screenshots. This has happened in a couple games now, I think before I was the USA and it happened.

Any ideas? I am using Steam, and it occurred on stock, and now it has happened when using Update 1.

See Untitled4.jpg for another possibly related bug to the blue flags. It was if enemy troops and friendly troops were in the capital at the same time so it was constantly being captured and liberated. The game kept saying "they took our capital" over and over and over

blue flags indicate mixed ownership stacks including allies. yellow is only neutrals and red includes enemy units. You only see a flag if all units in the hex are from the same nation.

Oh. Sorry for my ignorance, I thought it was a bug Excellent idea with the colors to include multiples. I thought hex ownership was exclusive. This is my first venture into the franchise, since I lurve' me some Cold War history.

Though we do know that those blue/yellow/red flags are a bit ugly, we mean to replace them with something better looking - but the problem is that it has to be something that doesn't look like a flag (so that you easily know that the hex is a mix) ... and the world already contains a lot of very weird looking flags....
