A start of things to come... @Zsar1 . Hopefully this is self explanatory. Like a lot of things in AoD, the repair province cost is calculated on a daily basis. This has the unfortunate consequence whereby if a province is bombed at/during midnight, then it cannot be repaired as it will not be calculated. So, if a player continually does this then their opponent stands no chance of repairing that province (beyond, of course, re-gaining air superiority - but for nations like China this has the potential to be devastating).

As i recall it provinces and units that are in a battle from 23 hours to 24 hours donnot reinforce, upgrade or repair. So any bombing run starting at midnight will not have an effect, will it? It must have started at 23 hours and not have stopped at 23 hours to prevent the sucessful allocation onto those 3 sliders.

Imo is not a bug, although one might call it a glitch. The important question would seem to be how the issue should be handled. The current solution has its downsides, but other approches have the potential of being even worse.
 
Yes you are probably right. The issue is particularly hard online because we don't know the best way to remedy it. Daylight in Asia begins around 22:00 so the Japan player is regularly bombing at this time. But is it fair that the China player has zero chance of repairing the bombed provinces? Of course not. But is it fair for us to ban bombing at 23:00-0:00? Of course not.

Finding a middle ground is hard and feels bizarre. We could ban bombing at at 23:00-0:00 on a regular basis, but what do we define as regular? How specific do we need to be?

Ideally the game mechanics would not create this issue in the first place.
 
Mmh. As @Pang Bingxun notes this has ramifications in other places as well.
Spontaneously I would think that
  • update on local midnight instead of at 00:00
  • update reinforcement and repairs despite combat
would be a good start.

In case of unit organisation, however, this is not viable, which would create a weird (but mayhap acceptable) exception.
