Currently, there are a number of problems with combat. Most notably, it is mainly a matter of numbers. Even a small difference in numbers usually totally outweighs leader stats and, to a lesser extent, troop types. See this thread for a discussion of the problem in vanilla.
In the thread linked to above, richelieu1628 suggests increasing the flank leader bonus, so Martial will have more of an impact. I've tried this, and it does seem to help. But there is still the problem of troop composition being fairly insignificant, and as Beagá points out, increasing the importance of good leaders may the unfortunate side-effect of promoting blobbing (since the big empires have a bigger pool of generals).
