Since I was playing the IGC this report doesn't belong in the regular support section... and maybe it isn't a bug after all.

I was playing IGC (1.08) with Bretagne as a vassal of France. Owing to my superb diplomacy the world invaded France and my troops occupied all of Bretagne. I went for a separate peace but Bretagne refused to be annexed despite me having maxed out on victory stars.

Silly me assumed that Bretagne wasn't annexable and I contented myself with the two smaller provinces then went off to carve up the rest of France. Imagine my surprise when I looked at that corner later to find that Spain was now the successful annexer of the Bretagne capital.

OK I should have realised that Bretagne was only a minor country and therefore completely annexable, but I'm curious why I didn't get the option despite having wiped out her armies and occupied all of her territory.

Maybe she had an army on a fleet somewhere. Any ideas?

Does Britanny have allies still fighting in his war against you? Nations won't accept annexion offers if they thinks rationally that he can still be saved by their allies.

Or he may be just obstinated, which could happen. :)

Did you click on annex and they refused or did you even get the option to annex?

I've just started a campaign as England in IGC 1.8. When I occupied all of scotland I did'nt even get the option to try to annex them. A similar problem also occured when I tired to annex eire. It was 1514 and they had been vassals since 1492 and I had +200 in relations but I still could'nt click on annex.

Could this be a bug?
 
Were they (the Eirish) involved in any war at that time? (Solution: Annex after war)
Had the Scots allies in their war against You? (Solution: Make seperate peace with their allies)

Well, the scots still had allies but should that really prevent me from even trying?

And no, Eire is not in any war. Do I need to be allied with them maybe?
 
In the IGC variant where Eire is independant from the begining you do have a common border since you own one of the provinces on the island...
 
Besuchow:

- Scots = annexation attempt in war, right? Then You will sometimes not get the annex option, if they still have allies (Huszics could answer this better. I think, it´s if they are the country You originally declared war upon, but not sure. Anyway: Make seperate peace, and they will be Yours.)
- Eire = So You still have a common border through Meath. (edited that ;)). Hmm, no clue, I have to concede. You have same religion, I suppose. You don´t need an alliance, that´s for sure.

You won't get the option to annex if you are not one of the alliance leaders during the war. If Prussia declares war on your ally Poland and you, as France, manage the feat (ha) of occupying all of Prussia, you will not get the option to annex. Now, if Prussia declared war on *you*, it would be different.
