Can I bribe others to do my bidding?
For example, can I bribe an enemy's vassal to turn on him?

This was mentioned (IIRC) in the preview or interview. You would bribe a noble by giving him titles and lands in hopes that he comes to see you as his overlord rather than his current overlord.
As for bribing another noble to start a war etc. - well it seems like that would be one of those abusable game-wreckers. Maybe like in EU gifts can bring other monarchs around to your point of view. With more in depth diplomacy promised in CK you might just be able to work your way into getting what you want without a direct bribe.

but there should also be some sort of catch that if you're caught or it doesnt work, you lose piety points.
Yeah, I agree. After all, the same thing happens to the politican caught accepting the bribe!
