Brigade does not exist in-ingame?

The Motorized Engineers Brigade (b_u7 in brigades folder) never appears in the production menu in the game eventhough i have done the necessary reasearch to activate it. My infantry tech file is how it should be as far as i can tell. When I research motorized divisions, it activates motorized brigades, but the motorized engineers brigade never activates. Is there something else i need to do in order to have those brigades?

Running version 1.05 off of Steam.

Still not available in 1.07 as it's commented out in infantry tech - was there a specific reason for this ?
