I think you might be talking about the Mixed Mod? If I recall in that mod its possible to restore the German Empire if you go with the Democratic Germany option

A democracy that coronates a monarch is certainly not the demotist kind. Germany has great conservatism until the war ceased peace talks.

It is in the case the DNVP form a government. With Oskar Hindenburg as Chancellor you unlock the decision to restore the monarchy and the flag and start the monarchist route.
Also no, AIO doesn't have that section of the mod in it. I think the Communist Germany mod has that route tho.
