Broken planet using purge / resettlement

Using 1.0.2. Own a planet with 1 alien pop. Use the edict for land of opportunity, purge the pop. Shortly after planet is out of control because you've purged the last pop, but shortly after that a whole pile of colonists resettle there. You can't invade, because the planet is not colonised, you can't colonise because all the sectors are full of resettled pops and there's nowhere to colonise, you can't purge the pops (even though they're yours), because you don't control the planet. Sigh.
