Why does Buddhism count towards rebellion risk?

IMO, Buddhism should not be able to convert but also should not have other religions cause revolts. What do you guys think of this idea?

Buddhism in itself does not cause revolts - only if your statereligion is not buddhism and you rule buddhist provinces then it raises revolt risk

Have you set your religion slider to fully tolerate buddhism?
