Ok, it's not fixed as of the latest beta patch (1.08+last public patch).
Or rather, I think, it was fixed, but came back somewhere along the way.

I'm not the only one experiencing it, as can be seen from the above thread.

I totally agree with viper.The bug is still there.I also noticed that a rule that if you refuse peace ofer that is 11% lower then war score you lose 1 stability does not affects AI countries.Why?

p.s. I am relatively a noob,so don't yell at me if a question above is stupid :)
 
Ok,11% i got from a hint that i got when i started a game,i don't know is the value any different for the AI or has it been changed by the patches...
