I have completed phase 1 of the bunker but have no option to build an engineer depot

How do you determine it is a bug? If it is indeed a bug, there'll be dozens of posts on this issue...but some systems have odd things so it is not entirely 100% out of the realm of possibility...so let's break it down.
When you completed the quest and was instructed that Engineer Outpost is now available and you have to build it to progress, is there a tooltip? What does it say?
Does the Building menu have a green dot anywhere?

Attached a couple snippets to show my progress and the Exploration building options
I'm not sure I ever got the notification to build the engineer depot, I only found out about it after a google search on how to complete the bunker
There are more building options in the Exploration tootlbar but there isn't a Engineer Depot
I've researched everything in the game and completed pretty much every other mission

The icons with Gold diamond and ? means there's a quest to complete.
(Versus a purple diamond being for regular Quests.)
There would be a gold-colored pin/arrow, matching the Quest color, showing the direction of the sector where the Quest node is waiting on the World Map. You can click on the tooltip in both maps (colony + world) and they'll generally tell you the next steps you would need to carry out in order to progress and where this action is supposed to happen ie
- at the bunker construction site
- the gate
- the world map.
