Hey guys, as I was playing a game with a friend as the USA, and my friend playing as Mexico, I sent lots of spies in his country but that didn't make him smile while I was manipulating the public opinion in order to invade him later...
But as I changed my mind, I decided to unactivate my spies, but a few days after he killed 'em all with his counterspies...
NOW I CAN NO LONGER SEND SPIES IN MEXICO !!!, the button "send a spy" isn't even clickable...
Is it a bug? Or is it some odd diplomatic rules that won't let me drive an unofficial war?
