in my recent game I play Germany and I am allied with Nat. Spain. I have full control over his troops and I use a spainish fleet to transfer a German Infantry unit to Nothern Ireland. As I unloaded the unit, the unit has a spanish counter and was unmoveable. The unit leader still was German and the unit was a German "Garnision", but the counter was Spanish.
