I am disappointed that this still has not been fixed after almost a year. It's related to the blizzard event, and the lagg occurs once staff starts removing the snow. If you enable "stay inside" and once there is a solid blanket of snow again, the lag is gone. The bug is clearly reproducable with every newly created prison.

Lag in utilities tab
The game runs fine until I enter the utilities tab, then it starts to lag really bad, even if I haven't built anything yet. The fixes I found online (resolution to auto, filtering off) aren't working.
