[BUG] Laundry broken, inmates destroying prison

Hi, the laundry is broken in my prison. Any prisoners I assign don't work there and my janitors only seem to move the laundry baskets around after being initially placed, but not afterwards. I have reloaded the game, tried to make a new prison and do not have any mods active. I know my janitors are not busy because the task queue is short and they are often just standing in deliveries doing nothing. I've attached photos for your convenience.

Hi all, for anyone reading this, I do still consider this a bug, but I found the issue. If a cell has no free tiles, they won't bring the laundry basket to the cell and distribute the clean uniforms. As a result, I'm forced to remove an item from the cell.

Seems weird that something like this would happen without there being any documentation on it. Hopefully there's some sort of quick fix, or leave it as is, your choice.

This bug is more than year old, even though I keep reporting it over and over again, no one seems to care. Laundry bug, Kitchen bug... there are many of those game breaking bugs.
