Bug or Feature?

I'm playing France in the GC, it's mid 1600's, and I have a dozen colonies on the east coast of North America. Some of the colonies revolted and were occupied by rebels, but did not declare independence. But when I try to send troops from neighboring colonies to recapture the rebel colonies I am not allowed to enter the territory. The display shows they are mine but in rebel hands, i.e., not belonging to another nation.

Any ideas on how to fix this?

Perhaps you have fortified your cities and now lack the minimum strength level required to enter?
