Bug or logic error with the devastation mechanic.

I was playing as the United States and I have built the Suez canal. Fast forward, the Ottomans attacked Egypt and occupied the Sinai province, thereby causing a certain level of devastation.
Now, why I, as the United States, have to suffer from the same devastation just because it counts as "split state"?
(Note that I am no way in shape part of this war and haven't been part of a war since 1840's).

Simply because the war affects your part of the state. Devastation itself is part of the whole state, so no bug there.
