If I am not totally mistaken you have the following problem:
Overseas convoys defined in the scenario .eug files are not read on initial load up. The most critical ones: two trades of Japan with HOL and USA set up specifically to supply Japan with raw materials.
Possible this is because the isoversea=yes and trade convoy id that we have in the save files is missing in the .eug files.
If true, this is a critical problem.
