Parole is bugged since Slammer Hotfix 1.02. Prisoners are stuck in an endless loop of parole hearings. The same prisoners go to parole hearings, fail and then get scheduled for the next hearing. In my current game I have prisoners who failed parole dozens of times. Other reporting hundreds of failed hearings for the same prisoners. As it's always the same prisoners going to the hearings, numbers for prisoners due for parole keep going up.
