BUG - partisan message appearing at wrong time

I think I found a bug?

Lately I noticed that everytime I split up a large army while in occupied enemy provinces during a war it immeadiately causes a partisan uprising. I dont mean days later, I mean while the game is paused and im spliting an army it happens that second while paused.

If i leave the army full size without a split then no partisans appear???? What the heck is going on?

For some reason this happens every time you place one of your units in enemy territory. Reserves, mobilized troops, or splitting your army as in your case, however no enemy partisans appear.
It's a bug and it's annoying, but it doesn't have any other effects beside the message window.

The message telling you there're partisans is triggered by your reinforcements. Simple as that
